When we extend a hand, offer a meal, or simply listen, we affirm that no one should walk alone. Helping our neighbor isn’t just kindness—it’s responsibility. It’s the living expression of love, the heartbeat of a just and merciful world.
Whether through crisis support, a warm welcome, or a word of encouragement, our actions become the shelter someone else needs. And in doing so, we reflect the divine call to love not just in word, but in deed.

Meet Heart of Refuge Founders
Stephen Trigo
Cofounder, Entrepreneur and Disaster recovery support team lead.
With over 27 years in the oil refining industry, including six years specializing in industrial incident investigation, my expertise in safety, emergency response (FEMA Level 2), and strategic planning laid the foundation for a life of service beyond the refinery.
Today, I serve as Executive Director of Heart of Refuge and President of LULAC Council 255 in Texas City, Texas. While still running my motor carrier company I am dedicated to building systems that uplift families in crisis, advocate for Hispanic communities, and foster partnerships that drive meaningful change.
I believe that grit, compassion, and unwavering commitment to the people we serve makes the greatest impact .
My wife, Veronica, has been my loving and unwavering partner since 1994. Her strength, faith, and constant encouragement have lifted me through every challenge and inspired every step of this journey. I couldn’t do any of this without her—she is my greatest blessing and the quiet force behind Heart of Refuge’s heartbeat.

Veronica Trigo is the heart behind Heart of Refuge. As cofounder, she brings not only vision and creativity—but a profound love for people that touches every corner of the organization. Her care is not performative; it’s personal. Whether welcoming a family in crisis or designing a space that feels like home, Veronica’s presence radiates warmth, dignity, and hope.
A gifted interior designer and owner of Unique Silk Designs, Veronica transforms commercial and residential spaces with elegance and empathy. Her work is rooted in the belief that beauty and comfort are essential to healing—and that every person deserves to feel seen, safe, and valued.
In the community, Veronica serves as a Support Representative and Event Coordinator for LULAC Council 255, and as Outreach Representative and Coordination Specialist for Heart of Refuge. Her ability to organize, uplift, and connect people is matched only by her heart for service. She listens deeply, plans thoughtfully, and always leads with love.
Veronica’s greatest gift is her compassion. She doesn’t just coordinate events—she creates experiences that restore. She doesn’t just design spaces—she builds sanctuaries. And she doesn’t just serve the community—she embraces it.
